Mwalimu Commercial Bank PLC (MCB) (In-Formation) is a newly licensed commercial bank by the Bank of Tanzania, and is in its 'final stages of setting up operations. The major shareholders of the bank include Tanzania Teachers' Union (TTU), Public Service Pension Funds (PSPF) and National Health Insurance Fund (NHIF). MCB is looking to recruit experienced, self-driven, dynamic and result oriented individuals who are keen to develop a career in a dynamic, passionate and challenging environment.

Job Title: Head of Operations and Information Technology (1 post)

Job Summary
Reporting to the CEO, the Head of Business Development and Marketing is accountable for development and implementation of Bank`s business growth and initating strategies to support customers` business development. She/he is accountable for the entire credit granting process including the consistent application of a credit policy, periodic credit reviews of existing customers, assessment of the creditworthiness of potential customers while ensuring a healthy credit portfolio by monitoring the Business Development team and fostering responsible client/bank relationship.

Key Responsibilities
Shall include but not limited to the following.
•    Develop business strategies to ensure that the Bank achieves its mandate.
•    Initiate, establish and maintain the Bank`s business development policies and procedures; monitor and ensure their regular update and consistent application.
•    Identify, prepare and support business plans.
•    Establish guidelines and monitor applications to ensure that new business proposals are processed in accordance with set procedures, standards, agreed time schedules to enable sound investment decisions to be made;
•    Design and implement new banking products to address the demands of the customers taking into consideration the bank`s socio-economic development obligations.
•    Continuously develop, monitor and analyze the Bank`s Business pipeline to ensure that the new businesses therein meet the bank`s quality standards.
•    Provide technical guidance to the business development team in business evaluation, credit management and risk assessment.
•    Manage Bank lending operations by ensuring delivery, growth and quality of loan book targets.
•    Ensure expansion of the Bank`s loan portfolio in line with the approved Business Plan.
•    Develop and implement annual budget for the department and prudently manage department resources within the budgetary guidelines.
•    Implement branding and communication strategies to increase the Bank`s visibility.
•    Perform any other duties as assigned by the CEO from time to time.

Minimum Qualifications
•    University Degree or equivalent qualifications in Business Administration, Banking, Finance, Economics or related discipline.
•    Professional qualifications in a related field such as CFA, ACCA, CPA, ACIB is an added advantage.
•    Experience in developing, maintaining and delivering marketing strategies to meet Bank`s objectives.
•    Possess at least eight (8) years of working experience in the banking sector with at least five (5) at the senior management level.

Job Title: Head of Business Development and Marketing-( 1 post)

Job Summary
Reporting to the CEO, the Head of Operations and Information Technology is responsible for directing and monitoring all the Bank`s operations and information technology activities and shall take full accountability for the overall performance of this Department. The position ensures strategic relevance, economic justification, sustainability and quality of the Bank`s operations and information technology as well as the establishment, monitoring and evaluation of service standards. Areas of focus are Central Operations, Card Operations, Trade Finance Operations, Treasury Operations, Credit Operations and Information Technology.

Key Responsibilities
Shall include but not limited to the following

•    Provide strategic leadership to the Operations and Information Technology department and guide all its activities to support the Bank`s growth strategies and achieve projected business results.
•    Plan, develop, implement, manage and evaluate the integrated ICT strategy to facilitate effective data processing and information management in order to achieve business objectives.
•    Initiate, establish and maintain the Bank`s operating policies and procedures, monitor and endure their regular update and consistent application.
•    Drive operational processes, maintaining effectiveness and efficiencies while monitoring compliance to relevant local and international regulations as well as total client satisfaction, business operations in efficient manner.
•    Develop and manage a team of highly skiled professionals and motivate them to grow the Bank`s business and deliver quality results.
•    Develop Bank`s information systems training programs in conjunction with line management and ensure its continuous and effective implementation.
•    Maintain good working relationships with other divisions, departments and business units as well as external stakeholders.
•    Prepare, obtain approval and control ICT budget within approved levels.
•    Ensure IT/IS related projects are properly managed to avoid failure, time and cost overrun.
•    Develop back up plans to protect business operations in the event of major crises that could result in huge losses.
•    Perform any other duties as assigned by the CEO from time to time

Minimum Qualifications
•    University Degree or equivalent qualifications in information and communication Technology, Finance, Business Administration or any related field.
•    Professional qualifications in a related field-such as CFA, ACCA, CPA, ACIB, CISCO, CISA and CISM is an added advantage.
•    Possess at least seven (&) years of working experience in the banking sector with at least five (5) in the senior management role in operations and IT.

Job Title: Head of Finance and Administration (1 post)

Job Summary
Reporting to the CEO, the Head of Finance and Administration has a primary responsibility to protect the assets of the Bank through maintenance and development of a systematic process for financial control and review. She/he is accountable to provide accurate, timely and meaningful financial and management information that enables the Board of Directors and management to make effective decisions regarding the strategic direction of the Bank. She/he is also responsible for all day-to-day support activities at the Bank including handle administrative issues.

Key Responsibilities
Shall include but not limited to the following.

•    Develop and implement policies and procedures to ensure that financial information is secure and stored in compliance with current legislation.
•    Provide an accurate and timely financial services including setting and monitoring of budgets, forecasts, cash flow analysis, management and financial accounts and advice and support to inform decision making at all levels.
•    Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with international Financial Reporting Standards (IFRS)
•    Develop, implement and ensure compliance with internal financial and accounting policies and procedures and ensure that all statutory requirements of the bank are met including BOT, TRA, CMSA and DSE.
•    Manage the acquisition of capital assets and ensure that fixed assets are properly recorded and coded, amortized and disposed of as appropriate.
•    Evaluate the need for new technology to meet the Bank`s financial data processing, control and reporting requirements.
•    Advise on appropriate technology that meets the Bank`s information requirements and financial resources.
•    Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the rest of management team.
•    Vendor management finding, short listing and selecting vendors for all administration related services and procurements.
•    Design and implement the necessary controls to protect the Bank`s assets and prevent any potential areas of fraud and advise the CEO on appropriate insurance coverage for the Bank.
•    Perform any other duties as assigned by the CEO from time to time.

Minimum Qualifications

•    University Degree or equivalent qualifications in Accounting, Finance, Commerce, or Business Administration.
•    Possession of professional accounting qualification such as CPA (T), ACCA, CIPFA, CIMA.
•    Minimum seven (7) years of progressive financial responsibility at senior management level in a financial institution.

Job Title: Head of Internal Unit (1 Post)
Job Summary
Reporting to the Board of Directors, the Head of Internal Audit is expected to make substantial contributions to the strategy and leadership of the Bank, and is responsible for rendering an independent, objective evaluation on an effective financial accounting and operational systems within the Bank and to advise the management, the CEO and the Board of Directors to make improvements where necessary.

Key Responsibilities
Shall include but not limited to the following
•    Managing integrated internal audits and special reviews to provide assurance regarding the existence and effectiveness of financial, compliance, operational and internal controls.
•    Plan and execute banking audit assignments and prepare relevant written reports to the management and the Board of Directors.
•    Organize follow-ups on the Implementation progress status of recommendations of external auditors, BOT examiners and directives of the Board of Directors.
•    Plan and lialse with external auditors and BOT examiners to ensure that audits are carried out effectively, efficiently and timely.
•    Accountable for the development and coordination of the Bank`s internal auditing activities.
•    Investigate and determine cause of irregularities and errors and recommend corrective actions and improvements.
•    Prepare and update internal audit manual, charter, policies, procedures and systems.
•    Review, appraise and report upon the accuracy, adequacy and application of financial and other management controls.
•    Review books of accounts and ensure that they are prepared in accordance with the acceptable international Financial reporting standards (IFRS) and comply with BOT financial directives.
•    To conduct special audits and investigations and present management audit reports to the Board Audit Committee.
•    To analyze data for evidence of deficiencies in control, duplication of efforts, extravagance, fraud or lack of compliance with approved management policies, procedures, laws and government regulations.
•    Perform any other duties as assigned by the CEO and the Board of Directors from time to time.

Minimum Qualifications

•    University Degree or equivalent qualifications in Auditing, Accounting, or Finance.
•    Certified Professional by Accredited institution in Accounting, such as CPA, ACCA, CIA & CIMA.
•    Possess at least eight (8) years of working experience in the banking sector with at least five (5) in the senior management.

Job Title: Manager, Legal(1 Post)

Job Summary
Reporting to the Head of Legal, the Legal Manager is responsible to provide advice to the management on all legal matters pertaining to the Bank.

Key Responsibilities
Shall include but not limted to the following

•    To assist in coordinating matters pertaining to the administration of the Board of Directors affairs, appointments, meetings and all related issues as required by law.
•    To check all legal issues pertaining to loan applications before, during and after approval to ensure the Bank`s interests are safeguarded.
•    To establish custody of legal documents and instruments of the Bank.
•    Manage litigations for against the Bank including external lawyers involved in litigations as well as reviewing, analyzing and interpreting laws, regulations and judicial decisions.
•    Advice the relevant departments on the perfection of securities and documentation as well as managing the annual securities audits and advise on the remedial process.
•    Offer support to the credit recovery function of the Bank in order to foster effective management of regulatory and litigation risk in the recovery on non-performing loans.
•    Perform any other duties as assigned by the CEO/Head of legal from time toe time.

Minimum Qualifications

•    University Degree or equivalent qualification in Law.
•    An advocate of the High Court of Tanzania is an added advantage.
•    Possession of relevant work experience with the Financial Institution of at least seven (7) years, of which five (5) years should be at the senior management level.

Job Title: Manager, Human Resources
Job Summary
Reporting to the Head of Human Resources, the Manager is responsible for the overall human resources policy development and implementation as well as initiate, develop, obtain approval and ensure implementation of appropriate human resources policies and procedures to ensure that the Bank attracts, retains and motivates the right caliber of staff.

Key Responsibilities
Shall include but not limited to the following
•    Assist implementing human resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development.
•    Assist in managing human resources operations.
•    Develops human resources operations financial strategies.
•    Supports management by providing human resources advice, counsel, and decisions.
•    Guides management and employee actions by researching, developing writing, and updating policies, procedures, methods, and guidelines, communicating and enforcing organization values.
•    Complies with Tanzania`s employee legal requirements.
•    Perform any other duties as assigned by the CEO/Head of Human Resources from time to time.

Minimum Qualification

•    University Degree or equivalent qualifications in Human Resources, Public Administration or Business Administration.
•    Possession of professional certification, CIPD, PHR, CIMS, SHRM-CP, SHRM-SCP is an added advantage.
•    Possession of at least eight (8) years of experience in Human Resources Management, five (5) years of which must be in senior management in a Financial Institution.

Job Title: Manager, Credit Administration (1 post)

Job Summary
Reporting to the Head of Credit Administration, the Manager is accountable for the entire credit granting process, including the consistent application of a credit policy, perfection of customers` securities, and periodic credit reviews of existing customers.

Key Responsibilities
Shall include but not limited to the following

•    Handle a team in managing the daily administration for loan documentation in full compliance with the internal standards and external regulatory requirements.
•    Maintaining strong coordination with the business and legal units.
•    Review loan documents and liaise with internal and external parties to ensure poper and efficient delivery of credit administration duties.
•    Prepare and review risk management reports and ensure limit excesses, exception and no-compliances are promptly addressed.
•    Conduct periodical review on loan administration policy and procedures to streamline workflow.
•    Control the recording, deposit and withdrawal of the security documentations procedures.
•    Ensure that there is a robust process for the safe custody and control of all security documents.
•    Ensure compliance with the internal policy, credit approval terms and conditions, regulatory ratios/policies etc.
•    Responsible for collateral valuation, collateral monitoring and collateral reconciliation with original documents.
•    Ensuring post disbursement compliance with approved terms and conditions, review expiry of credits, progress payment insurance and post fact mortgage.
•    Monitor all irregularities, past dues, documentation deficiencies, etc, and report.
•    Perform any other duties as assigned by the CEO/Head of Credit Administration from time to time.

Minimum Qualifications

•    University Degree or equivalent qualifications in Business Administration, Financial Accounting, Banking or related field.
•    Professional certification in CPA (T), ACCA and others is an added advantage.
•    Possession of at least eight (8) years work experience in a banking sector, five (5) of which must be in a senior position and familiar with credit and loan management.

Job Title: Manager, Risks & Compliance (1 post)
 
Job Summary
Reporting to the Head of Risk and Compliance, the Manager is responsible for establishing, implementing and enforcing Risk Management Systems and analysis. She/he contributes to the development of appropriate strategies and models to identify opportunities and to mitigate risks/losses in order to enhance the overall profitability of the Bank.

Key Responsibilities
Shall include but not limited to the following

•    Assist in developing and revise risk requirements documentation for various aspects of strategic solutions.
•    Identify and investigate the root cause of errors/frauds and provide recommendations on solutions and follow ups.
•    Report on the status of presentation of all the risk management reports as required by the law.
•    Ensure that the Bank is in compliance with all the applicable internal procedures and external regulatory requirements.
•    Plan, design and implement an overall risk management framework for the Bank.
•    Develop, share and monitor implementation of risk management operating models in each department.
•    Evaluate impact of all risks (legally, financially, reputation etc.) and recommend mitigation strategies.
•    Monitor and review processes to ensure risk and compliance arrangements are continuously in place and applied.
•    Review policy and compliance standards, including liaison with internal and external auditors.
•    Coordinate and investigate operational strengths, weakness, opportunities and threats of the prevailing risk management strategy and develop recommendation accordingly.
•    Lead the process of quality assurance of all Banks business processes across the Bank.
•    Perform any other duties as assigned by the CEO/Head of Risks & Compliance from time to time.

Minimum Qualifications

•    University Degree or equivalent qualifications in Business Administration, Financial Accounting, Economics, Risk Management or related field.
•    Possession of professional qualification such as CPA (T), ACCA, CERM, IFA, CIMA is an added advantage.
•    Possession of at least eight (8) years work experience in a banking sector, five (5) of which should be at senior management level in Risk Management.
