Objectives
Streamlining the proper processes and procedures for the effective and efficient tendering activities within the Company
Key Responsibilities
1. Review, develop and implement tendering policies and practice
2. Control the Tender Board Secretariat for efficient, timely and effective operations.
3. Monitor and control all costs and expenses under the section e.g. preparations of tenders with correct specifications, adverts, effective evaluations and contract negotiations etc.
4. Liaise with other departments to ensure that tendering processes and procedures are synchronized with specific requirements and targets.
5. Ensure compliance with Public Procurement Act 2011 and its Regulations 2013.
6. Management of tendering records and preparation of periodical reports as required in the company and by the outside stake holders.
7. Provide leadership to the workgroup by mentoring, advising and providing technical expertise.
8. Define and allocate tasks to workgroup and monitor key performance targets while observing quality standards.
9. Perform any other duties as may be assigned by the procurement Manager.
Key Qualifications / Experience / Skills
• University degree in Procurement and Supply, Materials Management, Logistics, Procurement and Supply Management or its equivalent e.g. CSP, CPSP recognized by the Procurement and Supplies Professionals and Technicians Board (PSPTB).
• Must be registered as an authorized supplies officer/stock verifier by the PSPTB.
• Must have at least five (5) years experience in procurement function or a similar field and be recognized as an expert while Two (2) years experience in procurement at a supervisory level.
• Excellent interpersonal and communication skills.
• General knowledge of personal computers and basic software applications

Objectives
To assist in streamlining an effective and efficient tendering processes and procedure within the Company.
Key Responsibilities
1. Implementation and review tendering policies and practices.

3. To coordinate tendering processes and procedures, and synchronise with specific requirements and targets.
4. To observe structures, processes and instructions associated with quality management that are properly documented and maintained.

Key Qualifications / Experience / Skills:
• Diploma in Procurement and Supply, Materials Management, Logistics, Procurement and Supply Management or its equivalent from recognized institutions.

Objectives
 To ensure qualities of materials management functions are met in order to have qualified practice in the Central ware house in terms of stock and inventory management.
Key Responsibilities:
1. To ensure receipt of centrally ordered goods/materials in terms of quantity and quality.
2. To dispatch received goods/materials to the intended users/requisitioner and track the movement to the intended recipients.
3. To ensure there is proper stocks and inventory management/records at the Central Warehouse and alert/advise users on the stock levels of critical materials for appropriate actions.
4. To establish and maintain a smooth interfaces and work relations with the PMU and key stakeholders in the Company.
5. To supervise the stock taking exercise for the Central Ware House and ensure is conducted as scheduled and in an effective manner.
6. To examine and point out shortfalls in the Central Ware House and provide expertise for rectification.
7. Ensures a quality and knit warehouse environments for easy access for a stored goods and materials.
8. To closely work with projects management teams and conduct compliance checks in the company and identifies opportunities for improvement.
9. Provide leadership to the workgroup by mentoring, advising and providing technical expertise.
10. Accountable for allocating tasks to the workgroup and monitoring the work for performance and quality assurance.
Key Qualifications / Experience / Skills:
• University Degree in Materials Management, Logistics or Business Administration
• At least five (5) years experience in Logistics or a similar field and be recognized as an expert

Job Title    :     Manager /Network Maintenance Support

Objectives
The incumbent will be leading a section responsible to provide expert 2nd level support to all network related O&M support activities in order to ensure that all network performance and quality targets (KPIs) are achieved. The incumbent will devise and implement proactive measures/guidelines to prevent network outages; and conduct regular technical audit exercise and major network routines. The job holder will also make sure that a regular onsite/field knowledge transfer to regional technical staff performed and issue regular reports on activities of the section for management decision/consumptions.
Key Responsibilities
1. Provide leadership to specialist Line-up Teams and ensure the effectiveness and efficiency of routine preventive maintenance activities, particularly such as those associated with transmission, switching access network and power systems.
2. Provide leadership to specialist Trouble-shooting teams and ensure the effectiveness and efficiency of corrective maintenance activities that guarantee quality of service and network performance objectives.
3. Provide 2nd level specialist online and onsite support for all network maintenance activities and liase with manufacturers and vendors as appropriate in order to ensure successful resolution of network challenges.
4. Conduct major routines on transport network, switching nodes and power systems and implement regular network technical audits to ensure compliance to routine O&M activities by regional teams.
5. As required, coordinate with the Network Management Centre and Regional Management in order to ensure the prompt provision of the above, and removal of any unnecessary interface problems.
6. Provide leadership to Central Repair Unit and ensure timely repairs of faulty parts delivered from the regions
7. Provide leadership to International Facilities teams (International switch and Mwenge Earth station) to ensure achievement of network performance and quality objectives at all times
8. Provide leadership to the development and review of technical guidelines and instructions associated with specialist maintenance and troubleshooting activities.
9. Ensure that all the structures procedures, processes and instructions associated with TTCL’s requirement of a Quality Management system as properly documented and maintained
10. Ensure that all internal interfaces are formalized and functioning to ensure that O&M activities are supporting the highest levels of customer service.
11. Provide technical support on project implementation as required
12. Ensure that all personnel are familiar with all relevant guidelines and development activities.
13. Monitor and report on the performance of the network maintenance unit in terms of defined targets and objectives, and provide explanations for any performance deviations and as required provide recommendations for the redress of any difficulties.
14. Provide leadership to the network maintenance personnel and facilitate inter functional relationships to enhance the co-operation and teamwork within TTCL
15. Ensure the proper management of all resources, including specialist tools and equipment for which the network management unit is custodian.
16. Prepare budgets and monitor all costs and expenses under the control of the unit.
17. As appropriate, He/She will communicate with equipment vendors and manufactures in order to resolve escalated network problems.
Key Qualifications / Experience / Skills
Qualifications: • A University degree in Telecommunication Engineering or Electronic/Electrical/ Information Communication Technology or equivalent qualifications from a recognized institution. A post graduate qualification is an added advantage.
• A combination of (people) management and technical experience
• Strong leadership skills
• Fluency in English is required, strong verbal and written communication is essential
Experience: • Minimum 5 years experience in Telecom including daily network operations & maintenance activities and personnel responsibility
• Understanding of operational processes (Incident Management, Change Management etc.) and/or experience in an ITIL based environment.
• Experience in a coordinating/supervisory role in a Network Operations or IT service desk environment.
• Good Understanding of Mobile Telecom technologies and services (GSM/UMTS/LTE) and Fixed Telecom technologies and services.
