TIB Development Bank Limited, the premier national Development
Financial Institution, aims to focus on national projects with a development focus towards the attainment of the Tanzania Development Vision 2025.The bank's mandate is to support the Government in achieving rapid economic growth through the development of industries, infrastructure, services and the oil and gas sector. In this regard, activities of TIB have specifically expanded and the bank now invites applications from suitable, qualified and skilled persons to fill the following available vacancies


1.SENIOR OPERATIONAL RISK OFFICER
Job Purpose
The Job holder will report to the Head of Risk and Compliance. S/he will be primarily responsible for facilitating the development of sound risk practices and technologies for the bank and in collaboration with business units and other specialists, partnering with them in identifying best practices and control gaps, risk assessment of new processes and procedures, products, and provide policy recommendations based on findings.

Key Responsibilities
•    Ensure that the bank is in compliance with all the applicable internal procedures and external regulatory requirements.
•    Prepare and review risk reports and; ensure limit excesses, exception and non-compliances are promptly addressed.
•    Develop a sound long term strategic direction and implementation plan for the bank's risk policies.
•    Manage and review the adequacy of risk analysis process, risk ratings and stress testing as part of Risk process.
•    Coach, mentor and develop junior risk specialists and ensure consistent application and interpretation of risk policies to all bank's staff.
•    Report and provide recommendations on the bank's credit governance standards:
•    Develop and revise risk requirements documentation for various aspects 'of strategic solutions.
•    Review and approve products/services programmes and ensure all risk requirements are met before rollout of the products or services.
•    Identify and investigate the root cause of errors/frauds and provide recommendations on solutions and follow-ups.
•    Identify current and emerging risks/compliance issues in the daily operations of the bank.
•    Monitor the potential risks on a continual basis and brief the Head of
•    Risk and Compliance on situations that need prompt action.
•    Coordinate development and periodic review of policies to ensure they adequately address the bank's exposure to the risks for approval by the Board.
•    Perform any other related duties as assigned by the Supervisor from time to time,

Qualifications, Knowledge and
Experience
Essential
•    Bachelor Degree in Economics, Risk Management, Business Administration, Finance, Accounting or related discipline.
•    Minimum of 5 years working experience in the Risk and Compliance Department.
•    Possession of Risk Management certifications will be an added advantage.
•    Strong analytical skills.

Preferred
•    Strong understanding of risks involved in banking and finance and how they are identified, measured and managed/mitigated.
•    Highly developed skills in credit risk management.
•    Good understanding of and capacity to manage other risks such as liquidity, credit, reputational and systems risks. Capacity for effective and efficient enterprise-wide risk management.
•    Knowledge of the bank's financial reporting process,
•    Computer Literate.
•    Team player with strong interpersonal skills.


2. SENIOR SYSTEMS ADMINISTRATOR (HARDWARE & NETWORK)

Job Purpose
The Job holder will report to the Director of Information and Communication Technology. S/he will be primarily responsible for the design, implementation and performance tuning of the mission critical systems of the bank.
S/he will serve as a technical expert in the area of system administration for
MS Exchange, operating systems (both Windows and Linux), network systems (both data and voice) and systems security management. S/he will be, working in a team to identify methods, solutions, and provide project leadership, and management.

Key Responsibilities:
•    Manage the day-to-day operations of the bank host computers by monitoring system performance, configuration, maintenance and repair.
•    Coordinate development and implementation of information and Communication Technology (lCT) strategy in order to facilitate and support smooth operations for the bank.
•    Participate in advising Management on suitability of existing and future ICT infrastructure.
•    Ensure that planning and development of ICT systems is designed and carried out in an orderly, cost effective and efficient manner.
•    Manage the Microsoft Windows and Linux servers.
•    Establish, maintain and manage user's accounts, install, modify and maintain systems and utility software on server computer systems.
•    Provide server support related to other software.
•    Oversee the designing and maintenance of procedures, rules and regulations for the development and application of the ICT infrastructure.
•    Ensure high availability and acceptable levels of performance of mission critical host computer resources
•    Develop procedures to maintain security and protect systems from unauthorized use, acts of nature and user abuse.
•    Assist in management and expansion of the corporate storage infrastructure
•    Develop procedures, programs and documentation for backup and restoration of servers operating systems and host-based applications.
•    Develop an in-house database and other programmes to ensure safe custody of data and information.
•    Manage the DR site and computer host systems including hardware, software and equipment such as router, switches, UPS (uninterrupted power system) and fire protection system etc.
•    Support the corporate infrastructure servers such as email, calendaring, web, license, document management, etc.
•    Stay current with technological developments in systems administration technology and recommend ways for the bank to take advantage of new technology.
•    Advise the management on computer training needs for bank employees
•    Perform any other related duties as assigned by the supervisor from time to time.

Qualifications, Knowledge and
Experience
Essential
•    Bachelor degree in Computer Science or related discipline.
•    Professional certifications like MCSE, MCSA, MClTP, RHCSA, RHCE, MCTS Microsoft Exchange Server Professional.
•    Possession of at least Five (5) years.
•    Network certifications like CCNP, advantages
•    Post graduate qualifications will be - an added advantage.

Preferred
•    Ability to plan, organize and document complex system design activities and to configure systems to be consistent with institutional policies/procedures .
•    Ability to communicate technical/complex information both ' verbally and in writing.
•    Able to establish and maintain cooperation, understanding, trust and credibility.
•    Ability to perform multiple tasks concurrently and respond to emergency situations effectively.
•    Knowledge of ICT systems and applications suitable for a Development Finance Institution.
•    Advanced technical skill on Ms Exchange 2010 or 2013. Windows 2008 or 2012 Active directory (AD) servers (configuration and management of AD servers, server replication, domain-and-sub domains creation, etc.).
•    Advanced skills on router, firewall and security appliance configurations.
Advanced skill on voice messaging routing and IP Phone configurations.
•    Advanced skill in Linux Red Hat.
