ASSISTANT TAX OFFICERS – LARGE TAXPAYERS AND DOMESTIC REVENUE DEPARTMENTS

Position Summary
Conduct Tax Audits, Collecting Government Revenue and implementing Enforcement Procedures.
 Key Responsibilities will includes
  • Conduct desk and field audits on presumption cases and other relevant areas.
  • Conduct physical survey and Block management, and conduct interviews for new taxpayers.
  • Verify assessments manually or by using a computer.
  • Prepare the tax positions for taxpayers and arrears list.
  • Conduct face vetting of application for tax exemptions/relief forms, refunds and tax returns.
  • Process additional taxes and interest certificates.
  • Prepare demand letters to tax defaulters and impose collection penalties and follow up payments.
  • Vetting of motor vehicle registration documents.
  • Perform other duties assigned by supervisor.
 Key qualifications, experience and competencies.
  • A Degree or Advanced Diploma in Accountancy, Commerce, Finance, Business Administration, Tax Management, Economics or Oil and Gas or Certified Public Accountant (CPA) or its equivalent with an Upper Second class from a recognized higher Learning Institution or University or: -
  • A Degree or Advanced Diploma in Accountancy, Commerce, Finance, Business Administration, Tax Management, Economics or Oil and Gas with a Lower Second Class with a Post Graduate Diploma or a Master’s Degree in Accountancy, Commerce, Finance, Business Administration, Tax Management, Economics or Oil and Gas or its equivalent from a recognized higher Learning Institution or University.
  • Excellent analytical skills, problem solving and decision making
  • Team building and Interpersonal skills.
    • Effective communication skills coupled with the ability to effectively network with stakeholders.

ASSISTANT CUSTOMS OFFICERS – CUSTOMS AND EXCISE DEPARTMENT

Position Summary
Ensure the correct declarations of both import and export entries and collect Government revenue in keeping with the laws.
Key Responsibilities will includes
  • Control all goods being entered into the country.
  • Control export and transit goods.
  • Conduct documents checking and verify information in refund claims.
  • Prepare enquiries and offence files.
  • Check the classification of goods and assess and value the same.
  • Prepare various returns for Customs & Excise Headquarters.
  • Provide information for preparation of Management reports (various).
  • Conduct the physical verification of goods and perform anti- smuggling patrols.
  • Perform any other duties assigned by supervisor.

ASSISTANT PREVENTIVE OFFICERS – CUSTOMS AND EXCISE DEPARTMENT

Position Summary
To prevent smuggling and implement customs controls
Key Responsibilities will includes
  • Raise tax assessments in respect of small passengers’ accompanied baggage at Ports, Airports and Border stations.
  • Attend to public/customer grievances concerning customs operations.
  • Perform preventive duties at Air Port, Sea port, Gates, Customs Warehouse, Transit stations, Dry port and all other Customs contacted areas.
  • Examination of passenger’s baggage.
  • Rummaging of vessels and aircraft.
  • Perform any other duties assigned by supervisor.

Position Summary
Assist in carrying out research and in providing legal advice to Counsels and other officials.
Key Responsibilities will include:
  • Give accurate legal advice on less complex matters to Managers and staff to ensure that decisions made are legally correct.
  • Carry out research and prepare reports on any legal issue to support more senior members in a team.
  • Review documents to check for legal accuracy.
  • Prepare case portfolios; open up case files, and record cases into inventories.
  • Prepare evidence, the witnesses and arrange for transport to court.

  • Record and assist to evaluate request for residential houses to staff.
  • Maintain and update the tenancy register for leased in and out premises.

  • Advanced Diploma or Degree in Engineering, Quantity Surveying, Architecture, Real Estate Management, Land Management and Valuation or its equivalent from a recognized institution/ University.
  • Registration with relevant professional Board as a professional in a field of study or a Postgraduate Diploma or Master Degree in Engineering, Quantity Surveying, Architecture, Real Estate Management or its equivalent from a recognized Higher Learning Institution/ University will be an added advantage.

Position Summary
Assist in implementation of Estate activities as per approved plans.
Key Responsibilities will include:
  • Assist in the management and implementation of procurement plans for works.
  • Prepare draft budget for Estates section.
  • Prepare tender documents and requests for quotations in accordance with approved procurement plans for works.
  • Evaluate tender for works and lease.
  • Prepare contracts for civil works, contractors and consultants.
  • Certify payments for building works, assets, leases and fee notes.
  • Assist in administering tender processes for construction and consultancy.
  • Prepare periodic reports for buildings to be leased.

  • Registration with a relevant professional Board as a professional in a field of study or Postgraduate Diploma or Master Degree in Engineering, Quantity Surveying, Architecture, Real Estate Management,   or its equivalent from a recognized institution/ University will be added advantage.
  • For applicants with procurement qualifications registration with a relevant professional Board (Procurement and Supply Professionals and Technicians Board)  as a professional is mandatory.

GENERAL INFORMATION/REQUIREMENT
  • Interview for the positions of Assistant Tax Officers, Assistant Customs Officers and Assistant Preventive Officers will be held on same day and time therefore applicants are advised to apply for one job position only.   • Successful/selected applicants for positions in the Large Taxpayers, Domestic Revenue and Customs and Excise Departments will be issued with provisional employment and will be required to attend a twelve (12) months Pre- Service Graduate Training Program at the Institute of Tax Administration ( ITA) as a pre-requisite conduction towards acquiring skills and work conduct of a Professional Tax Person. Failure of examination shall imply failure of practical interview.
