Objectives

The Disbursement Registry and Records Assistant is primarily responsible for (i) receiving and registering disbursement applications (ii) determination of the completeness of borrowers’ requests in accordance with the Bank’s policies and procedures, (iii) verification of documentation. Under the supervision of the Disbursement Controller, the Disbursement Registry and Records Assistant works as part of a team responsible for ensuring timely disbursements of proceeds from Bank Group and co-financed projects in accordance with relevant loan and protocol agreements and Bank Group policies.

Duties and responsibilities
•    Receive disbursement applications sent to the Bank for payment.
•    Provide accurate and efficient data input service in disbursement registry.
•    Determine the completeness of the disbursement applications (ensuring complete banking details of the beneficiary, confirm applications signed by duly authorized persons etc.
•    Update disbursement applications in SAP as additional previously missing information becomes available and ensure completeness.
•    Create link between disbursement applications registered in SAP and electronic disbursement applications stored in the document management system.
•    Create/maintain borrower, executing agency and supplier master data ensuring accuracy of bank account information.
•    Ensure effective transfer of disbursement applications between the registry and disbursement assistants/officers.
•    Manage the transfer of disbursement applications (by email) from 22 field offices and ensure prompt transfer to the document management system.
•    Ensure the completeness of disbursement applications received and registered in 22 field offices.
•    Develop/maintain a filing, archiving and document tracking system.
•    Develop and maintain electronic filing system for key disbursement documents.
•    Ensure the completeness, quality and accessibility of documents produced and received in the division.
•    Manage the division email box and shared document folders.
•    Work with system developers to develop new functionality and enhance existing disbursement registration process.
•    Ensure effective management of the archiving space assigned to the department.
•    Any other duties reasonably requested by management.

•    A Bachelor’s degree or equivalent in information systems management.
•    A minimum of 5 years of relevant practical working experience.
•    Excellent working knowledge of Microsoft Excel and competence in the use of other standard software used in the Bank such as SAP, Word, Access and Power Point. A good knowledge of Capture Perfect software and records system software (DARMS- IBM FileNet) will be an advantage.
•    Working experience using a centralized data management system in a large and busy archiving environment.

Objectives
Reporting to the Principal Travel Officer, within CGSP3, the Travel Services Assistant provides air travel services to the Bank; receives and handles requests and authorizations for official Bank travel and prepares air travel arrangements accordingly; makes reservations and issues airline tickets as per Bank Travel Policy with a goal of obtaining the best value for the Bank; liaises with internal customers for itinerary needs and problem resolution.

Duties and responsibilities
•    Under the supervision of the Principal Travel Officer, the incumbent’s role includes but not limited to:
•    Receive, sort, and check all Bank authorised travels.
•    Communicate with Bank authorised travellers to confirm itinerary details, e.g., routing destinations, travel dates, financial considerations, and other air travel related issues.
•    Request booking arrangements from various travel agents or airlines with respective offers from each.
•    Liaise with external parties such as airlines regarding bookings and schedules.
•    Plan, describe, arrange, explain and confirm itineraries to all Bank authorised travellers.
•    Provide authorised travellers with a soft copy or a printed copy of the final air travel ticket.
•    Notify and keep authorised travellers informed about all changes related to their itinerary and their air travel arrangements.
•    Receive invoices and compare them to the quoted prices.
•    Take necessary steps to correct mistakes if any exist. Forward invoices to the Travel Officer for necessary review and action.
•    Work with authorised travellers, complexes, departments, and units to resolve issues that may arise particularly related to itinerary changes and flight cancellations.
•    Perform other related duties when necessary.

Objectives

Reporting to the Division Manager, CGSP.3, Hotel and Catering Assistant is responsible for managing the daily operations of the Bank’s restaurant, including the selection, development and performance management of the service provider. In addition the position is responsible for drafting technical specifications and terms of reference for the acquisition of equipment and services related to these activities.

Duties and responsibilities
•    Reporting to Division Manager, CGSP.3 the incumbent’s role include but not limited to:
•    Conduct regular market survey on hotel rates and propose adjustments in conformity with market prices.
•    Negotiate tariffs with hotel on behalf of the Bank
•    Set up and maintain database for hotels with which the Bank has entered into agreements.

Objectives
The Association for the Development of Education in Africa (ADEA) is a forum for policy dialogue on education and it is hosted by the African Development Bank.  Its vision is to create “high-quality African education and training geared towards the promotion of critical skills for accelerated and sustainable development in Africa”.  Its mission therefore is to “serve as an open and flexible pan-African organization that informs and facilitates the transformation of education and training to drive Africa’s accelerated and sustainable development”. ADEA’s main organs are its Steering Committee, Executive Committee, the Secretariat and the Working Groups.  The Secretariat is its administrative arm which implements ADEA’s work programs and budget on a day-to-day basis by organizing conferences, statutory meetings, Biennales/Triennials; managing communications and knowledge; and coordinating the work of the Working Groups. It also implements the decisions and resolutions of ADEA’s governance entities.

The objective of this position is to process and reconcile accounting documents such as invoices, employee reimbursements, cash receipts, vendor statements, and journal vouchers; prepare and process documents to disburse funds, prepare reports; compile and review information for accuracy; and maintain records.
Duties and responsibilities
•    Assist the Finance and Budget Officer in preparing timely quarterly, mid-year and annual financial statements and reports for submission to the Steering Committee
•    Ensure compliance with the internal financial and accounting policies and procedures of both the host institution and ADEA.
•    Develop annual work program jointly with the Finance and Budget Officer in support of the implementation of the annual work program of the Secretariat and the Working Groups.
•    Operate the financial accounting systems for cash management, accounts payable and accounts receivable book keeping entries.
•    Review monthly utilization of budgetary resources for the implementation of the annual work programs and provide reports on monthly variance as compared to the approved budget.
•    Work closely with the Secretariat and the Working Groups to prudently manage overheads while also exploring areas for savings.
•    Document and maintain up-to-date and accurate data on all accounting transactions.
•    Work collaboratively with the Internal Control Unit of the host institution to ensure the accuracy and integrity of the ADEA’s accounting and financial systems.
•    Build the capacity of the Working Groups to understand and effectively use accounting policies, standards and guidelines.
•    Process the monthly payments to consultants, short term staff and other service providers.
•    Liaise with the office of the Financial Controller of the host institution for guidance in preparing appropriate documents and reports for the annual audit by the external auditors.
•    Reconcile bank accounts, manage cash flow and prepare cash flow forecasts taking cognizance of ADEA’s sources of income and prevailing conditions.
•    Prepare periodic reports on ADEA’s financial status.

Established in 2006, the Mo Ibrahim Foundation aims to support good governance and great leadership in Africa. The Foundation works to:

•    Recognize achievement in African leadership and provide a practical way in which leaders can build positive legacies on the continent when they have left office.
•    Support aspiring leaders for the African continent.

The Mo Ibrahim Foundation (the “Foundation”), is financing the Ibrahim Leadership Fellowship position[i]  in the African Development Bank (the “Bank”). The Fellow will perform the functions and duties of the position at the headquarters of the Bank in Abidjan, the Republic of Côte d’Ivoire, or in any other location from which the Bank carries out its operations.

The Ibrahim Leadership Fellowship Programme is a selective Fellowship that prepares the next generation of outstanding African leaders by providing them with unique work opportunities at the most senior level of prominent African institutions or multilateral organizations, whose mandate is to improve the economic and social prospects of Africa. The Fellowship allows talented individuals to increase and enhance their professional capacity, with the intention of contributing to the governance and development of their countries thereby creating a pipeline of future African leaders. The Fellow will work with the Bank for this purpose, for a period not exceeding twelve (12) months, and the Foundation will finance the costs associated with the position on the following terms:

 CONTRACT TERMS AND DURATION:
•    The Fellow will work with the Bank for this purpose, for a period not exceeding twelve (12) months, the Foundation will finance the costs associated with the position on the following terms: the fellow will receive an annual stipend monthly paid by the Bank out of the funds provided by Foundation. The Fellow may be required to travel to different locations on instructions of the Bank. All expenses related to the Fellow’s official mission travel, including travel insurance but excluding travel and shipping costs relating to assumption of duty and repatriation, will be borne by the Bank.
•    The Fellow will sign a contract with the Bank before commencement of service.
•    For the duration of his/her contract with the Bank, the Fellow will, for all operational purposes and purposes of conduct, be required to comply with the Staff Regulations and Rules of the Bank. Only the Bank and not the Foundation shall be entitled to direct and instruct the Fellow in his/her performance or conduct during the course his/her assignment with the Bank.
•    The Fellow is not a regular employee of the Bank, or is not granted a right to employment with the Bank. There is no obligation to hire the Fellow and there is no presumption of future employment at the Bank upon expiration of the twelve (12) month fellowship Term. The Fellow shall not be eligible for recruitment as a staff member of the Bank for a period of 1 (one) year from the date of termination of his/her Fellowship with the Bank or expiration of the 12 month
•    Fellowship term (whichever is sooner).
•    The Fellow shall not participate in the Bank’s child educational scheme and staff medical insurance and retirement plans.
•    The Mo Ibrahim Foundation will ensure that the Fellow has his/her own medical insurance, child education and retirement plan arrangements.
